IGAD members endorse 2026–2035 agrifood investment plan in Addis Ababa

IGAD member states have endorsed a regional agrifood investment plan for 2026–2035 and a seed-policy framework at a ministerial meeting in Addis Ababa, the regional organisation announced on September 17, 2026.

The two instruments address complementary parts of food security: directing investment across agriculture and related sectors, and improving cooperation on the seeds farmers need. Senior officials, technical specialists and development partners attended the meeting, according to IGAD.

The investment plan follows the bloc’s Regional Agricultural Investment Plan for 2016–2020. The accompanying Regional Seed Policy and Regulatory Framework aims to improve access to quality inputs and cooperation along seed supply chains.

IGAD said endorsement followed three days of technical scrutiny. Both frameworks form part of its work under the World Bank-funded Food Systems Resilience Program and support regional implementation of the Kampala Declaration.

The next step, according to the organisation, is to turn the frameworks into specific investments with member states and partners. Its announcement did not specify new funding commitments or a schedule for individual projects.
